I have sctually a long-standing idea on this: do you know the GPL licence used in open-sourse software? It has been (in)famously compared to "a cancer" by the previous Microsoft boss, because after a piece of software is GPLed, all other software that want to use that software must be GPLed too. Why not to use the same approach for a "cancer" carbon tax? The idea is we don't need a global carbon tax agreement, but "only" a carbon tax in sufficiently large consumption economies that lead the implementation of a carbon tax in the other countries the cheappest option. For exame introducing a tax on carbon (including "embeded" carbon in products) that is set to the difference bateeen the carbon tax here and those in the exporting country. You do not have a c tax? I cash the tax. You have it? You keep the receipts coming from the tax. I believe this is what is discussed in the EU proposal for a carbon custom border adjustment tax, but I am not fully sure..
