This is a very innovative idea to work in countries where phone coverage , internet access is high and power outages is minimal . However, in sub-Saharan Africa, especially in Uganda, mobile phone coverage is at 56.1% as of June 2018 ( https://www.ucc.co.ug/statistics-and-figures-2/ ) of which most are feature phones, internet penetration at 47.4%. All hope is not lost though as other public health interventions like community policing, massive deployment of public health workers have been tasked with contact tracing which has proved very effective thus far (https://covid19.gou.go.ug/).
